H Tudor Arghezi 21 is a major office redevelopment in the historic center of Bucharest, redefining a 1960s institutional building through contemporary architectural language and precise structural intervention. The project demonstrates how a strong existing structure can be reactivated and repositioned for today’s professional environment, without erasing its original identity.
Designed by Razvan Barsan + Partners for Hagag Europe Development, the project involved the consolidation, reconfiguration, and complete façade transformation of a building originally constructed between 1963 and 1966. The intervention preserves the monolithic character and rhythmic structure of the original volume, while translating its post-war architectural logic into a refined, contemporary expression.
The façade concept builds on repetition, depth, and material contrast. The original precast concrete panels, which defined the building’s brutalist presence, were reinterpreted through brick cladding, softening the overall expression and anchoring the building more naturally within its urban context. At ground level, exposed concrete finishes maintain an industrial reference, reinforcing the building’s base and strengthening its relationship with the street.
Beyond the visible transformation, the project integrates extensive technical upgrades. Structural consolidation, high-performance glazing, improved thermal insulation, and a modern HVAC system bring the building to current standards of comfort, efficiency, and long-term performance. Interior layouts were reorganized to support flexible office use, clear circulation, and natural daylight.
Completed in 2022, H Tudor Arghezi 21 stands as a reference for contemporary office architecture in central Bucharest. The project reflects Hagag Europe Development’s strategy of reactivating valuable urban assets and Razvan Barsan + Partners’ expertise in working with complex existing buildings, delivering architecture that balances heritage, performance, and market relevance.
